Kings Road climbs west out of the South Canyon corridor into ponderosa and grass, and the houses sit back off it on lots measured in acres rather than feet. This was established in September 1978, so the trees have had almost fifty years to fill in around the driveways. The association describes a 138 home development and counts 140 lot owners for voting purposes. Those two numbers measure different things, houses and voting interests, and neither one is a parcel count. Ask for the current roll if a specific figure matters to your decision.

The covenants, and what they still control
The covenants were originally recorded September 5, 1978 and have been amended since. They establish and maintain a central community water system, which is the single most important document to read here.
They also prohibit further subdivision that would create lots under one acre. Current Kings Road listings run in the 1.2 to 1.4 acre range, which is consistent with that, though there is no subdivision wide lot size figure on this page.
Architectural review applies to exterior changes. If you are planning a shop, a fence, a roof color or an addition, that goes past the association before it goes up.
Water, wastewater and dues
Water comes from the association's central system. The HOA bills for it, and its published fee material shows both an older $70 reference and a newer $100 invoice reference, so no single monthly number belongs on this page. Get the current association and water charges directly from the HOA.
The covenants permit individual sewage disposal systems subject to county requirements unless a community or public sewer becomes available. That was the original arrangement. Confirm the present system for the address you are considering, including the tank location, the last pump and the inspection record.
Where it sits, and who serves it
This is west of Rapid City in the Black Hills foothills. A Rapid City mailing address does not mean city jurisdiction, so confirm the governing body for the parcel rather than assuming city limits, city plowing or city utilities.

The recreation area
The association owns and maintains the common recreation area, and the pool and common recreation facilities are association amenities rather than public parks. That is part of what the dues pay for, and it is a reasonable thing to walk through before you buy.
