Open grass and low ridges about seven miles north of Exit 61, where Elk Vale Road runs out toward Elk Creek Road. Horizon Road, Penny Lane, Braylee Jo Road and Keion Road are the new names on the ground, and the first houses are going up between the survey stakes. You can bring your own builder here, and that is what puts most of my buyers in the truck out to it. The first phase is marketed as 24 lots, generally 1.45 to 1.65 acres, with 4 to 9 acre parcels and larger ground offered as well. Listings carry it as Horizon Estates 320.

Where it is

The Elk Creek area of Meade County, roughly seven miles north of Interstate 90 Exit 61 on Elk Vale Road near Elk Creek Road. Horizon Road, Penny Lane, Braylee Jo Road and Keion Road are the internal streets.

Water, power and wastewater, lot by lot

Association water is being marketed to the lot lines. Confirm the actual service, connection status, fee and whether any well is involved for the specific parcel.

Electric is marketed to the lot lines as well, and internal roads are planned to be paved rather than already finished. Ask what is built today and what is a plan on paper.

No sewer system is established in the records available for this page, and at least one current lot shows no sewer. Wastewater has to be confirmed by lot before purchase, in writing, including what Meade County will permit on that ground.

Jurisdiction and schools

Treat this as unincorporated Meade County unless the county record says otherwise for the exact lot. Do not assume Piedmont city services because the mailing address says Piedmont.

What homes cost here

These are asking prices on bare ground, not sales. About $85,000 buys a 1.48 acre lot, and roughly $124,900 to $135,000 covers the 4 to 4.93 acre examples. Larger acreage asks more.

A finished house here is a separate market from the dirt. Current inventory includes both bare lots and at least two 2026 new houses, and a completed home carries the builder's price rather than any multiple of the lot.

Septic system

No sewer is established here. Ask Meade County what wastewater system that specific lot will support and what the permit requires before you buy it.

Internal roads are planned to be paved. Confirm what is built today, who maintains it in winter and who pays for the paving.

Covenants and HOA documents

Read the covenants before you write, especially on outbuildings, RV and trailer parking, fencing, rentals and exterior materials.

What is still to be built nearby

Phases beyond the first 24 lots are still to come. Ask what is platted next to the lot you like before you buy the view.

Hail and roof age

Hail season here runs from late May through August, so ask for the roof age, the last claim history and any impact-resistant rating before you write.

Radon

The Black Hills sit on granite and radon levels here run high, so test during the inspection period and price mitigation into your offer if the number comes back elevated.
