Riata Loop and 139th Place, open ground near Erickson Ranch Road, new houses set well apart and a good share of the plat still grass. It is one of the few places in the Elk Creek country where you buy the dirt, bring your own builder, and still hook to a centralized water system instead of drilling a well.
What was recorded
The original declaration was recorded on October 5, 2020. It describes Lots 1 through 34 inclusive plus a well lot, dedicates 139th Place, 220th Street and Riata Loop as public rights of way, sets uniform residential development standards and puts enforcement with AR Ranch Estates Homeowners Association, Inc.
Phase II followed under its own parcel family, and the map on this page draws the two as separate shapes for that reason.
Water, power and gas
Water is centralized through Middle Fork Water Company. The service agreement in the covenant packet has Middle Fork owning the wells and running a metered service to the lot. That packet also shows a connection fee and a monthly minimum, but those are document era figures and I will not print them as 2026 charges. Call Middle Fork for the current connection fee and monthly rate before you budget the build.
Developer material lists power through West River Electric, MDU natural gas and high speed internet at the lots. Wastewater is not established by that material, so confirm the wastewater requirement for the specific lot with Meade County and the recorded covenants rather than assuming a sewer connection exists.
Lot sizes and building
The current developer page markets 1 to 1.5 acre sites, and listing material has commonly shown roughly 1 to 2 acre lots. Get the builder arrangement in writing for your lot rather than off a marketing page.
Groceries are a real drive from here, and the run out Erickson Ranch Road drifts in a hard wind. Neither is a dealbreaker. Both are worth driving once in February.

Middle Fork Water Company owns the wells and the system. Get the current service agreement, the connection fee, the monthly minimum and what happens to the rate if the system expands. Older copies of the agreement circulate with outdated dollar figures on them.
Association or district water and sewer
Where the water or sewer is run by a homeowners association, a water user district or a sanitary district rather than a city, ask for the current rate, the last two years of board minutes, any pending capital assessment and the system's compliance history before you remove your inspection contingency. A shared system is a monthly bill and a share of the cost of the next repair, which is a different thing to underwrite than a well and a tank you own outright.

Read the declaration recorded October 5, 2020 and every amendment. It sets the residential standards, the HOA's enforcement powers and what the well lot is for.
New construction terms
On a build, read the builder contract for the allowance schedule, change order pricing, completion timeline and warranty, because the purchase agreement is the builder's, not the standard state form.
What the base price leaves out
Get the builder's included list in writing and compare it to the model you walked. Landscaping, sod, fencing, a finished basement, appliances and window coverings are the usual gaps, and they add up fast.
What is still to be built nearby
Ask the city or county what is platted on the ground next to you and how many phases are left. A view over open dirt is a construction site first and something else later, so find out which lots are already sold.
Radon
The Black Hills sit on granite and radon levels here run high, so test during the inspection period and price mitigation into your offer if the number comes back elevated.

Where the water goes
Walk the lot and look at how the ground falls away from the foundation, where the downspouts end and whether the low corner of the yard holds water. Ask a neighbor what the street does in a hard August rain.
Property taxes
Look up the actual assessed value and the current levy for the parcel instead of trusting the listing figure, which is often a year or more behind.
