Creek Meadows Ranch
A fourteen parcel plat off Creekside Place and 141st Place, platted in 2011 and still only half built.
- Typical Lot
- About 0.83 to 5 acres in county parcel records, median near 2.1 acres.
Facts checked August 2026
Fourteen parcels. That is the entire subdivision, tucked in section 11 north of Piedmont with Creekside Place and 141st Place doing all the work. Six houses stand, and the rest is still grass.
Small enough to know every lot
Meade County planning records from July 18, 2011 describe the preliminary plat as Lots 1 through 6 of Block 1 in Section 11, Township 3 North, Range 7 East. The county parcel record now runs across two blocks plus a homestead parcel, with legals reading like CREEK MEADOWS RANCH SUB LOT 5 BLK 1 on the 3.45 acre property at 14093 Alta Terra Ct.
Parcel sizes run from about 0.83 acres up to roughly 5 acres, measured in county parcel records. On a plat this small the difference between a one acre lot and a five acre lot is the difference between two very different purchases on the same cul de sac.
Half of it has not been built yet
Six parcels carry a house in the county class code and eight do not. If you buy a finished home here, accept that construction on the lot across from you is still a live possibility, and if you buy ground, you are one of the people making that noise.
That also means the street reads unfinished in places. Fine if you want to choose your own site. Less fine if you were hoping for mature landscaping.
Verify before you write
No utility arrangement for the subdivision as a whole appears in the public record, and I will not borrow one from a neighboring subdivision. Water and wastewater are parcel questions here, so ask for the well log or service agreement and the onsite wastewater permit for the exact lot.
Read the recorded plat and the covenants too. A fourteen lot plat platted in 2011 usually carries building restrictions that matter more to a shop owner than to anyone else.

The outlines below are reference geometry from county records, not a survey. The recorded plat and a current survey control the exact lines for any one lot.

The large pin marks the approximate center of Creek Meadows Ranch. The smaller pins are the Ellsworth Air Force Base main gate, downtown Rapid City, Monument Health Rapid City Hospital and Rapid City Regional Airport. Approximate locations only, not a boundary or a survey.
What homes cost here
Meade County does not publish sale prices, and fourteen parcels would not produce a reliable range even if it did. I price these against comparable acreage north of Piedmont rather than against the plat.

- Fourteen parcels means thin comparable evidence at appraisal.

Private well
If the home is on a well, ask for the well log, test flow rate and water quality, and find out the age of the pump and pressure tank before you remove inspection.
Read the full guideSeptic system
Get the tank pumped and inspected, ask the county for the permit and as-built drawing, and confirm the drainfield location so you know what you cannot build over.
Read the full guideCovenants and HOA documents
Read the covenants before you write, especially on outbuildings, RV and trailer parking, fencing, rentals and exterior materials.
Who maintains the road
Find out whether the last stretch to the house is a county road, a road district, a shared easement or your own responsibility, and get the answer in writing. Ask what the district assesses and what that assessment covers.
Snow removal on this street
Ask which priority tier the street is on, or whether anybody plows it at all. On a grade or a cul de sac it changes how you get out on the third morning of a storm, so ask a neighbor rather than the seller.
New construction terms
With eight parcels still bare, ask who owns them and what the covenants allow before you assume the view across the road is permanent.
Radon
The Black Hills sit on granite and radon levels here run high, so test during the inspection period and price mitigation into your offer if the number comes back elevated.
Read the full guideHail and roof age
Hail season here runs from late May through August, so ask for the roof age, the last claim history and any impact-resistant rating before you write.
Property taxes
Look up the actual assessed value and the current levy for the parcel instead of trusting the listing figure, which is often a year or more behind.

A district line can run through a single subdivision, so confirm the assignment for the specific address with the district office rather than the plat or the listing. Boundaries also change between years.
Schools
Confirm the assigned district and building for the exact parcel before you rely on it.
Verify current boundaries with the district for any specific address.
I provide objective school information consistently and do not personally rate or recommend schools. Attendance boundaries can cross city and county lines, and the district's current assignment for the exact address controls. Verify directly with the district before making a school-driven decision.

Six of the fourteen parcels carry a house in the county class code. Eight do not. There is real choice of ground here, and the flip side is that you will live next to whatever gets built on it.
