Fresh asphalt with the curb still bright white, Orchard Street and Harvest Hills Drive drawn across open ground, pines on the ridge above it. Nobody lives here yet. Not one house. What you are looking at is city ground. East side of Avalanche Road, north of I-90, so Sturgis water and sewer, Sturgis Police, the Sturgis Volunteer Fire Department, and city plowing once the streets get formally accepted. If you have spent a month walking through 1970s ranches in town with original panel boxes, this is the other search entirely. Interstate 90 runs the east edge. Close. How close matters lot by lot, and it is the first thing to go judge with your own ears.

Where it is

East side of Avalanche Road, north of Interstate 90, inside the City of Sturgis in Meade County. Orchard Street and Harvest Hills Drive are the platted public streets, and Harvest Hills Drive continues into the adjoining Valley View Subdivision.

Where this stands as of today

The Sturgis City Council approved the final plat on August 3, 2026 and it was published August 14. The approving resolution carries an effective date of September 4, 2026, so as of right now this is an approved layout with a future effective date, not a recorded plat you can buy a lot out of. Pivot Development Group, LLC is the developer.

On the ground that means streets and utility work, no finished housing and no resale history. Builder, home plans, base pricing, covenants, any association, the lot release schedule and incentives are not in the city or county record yet. Every one of those is a document to get in writing before you commit.

Reading the approved layout without kidding yourself

The layout runs paired A and B lots through 8A and 8B in Block 1, Lot 1 and Lot 2, Lots 1 through 4 in Block 3, a utility lot, a drainage lot, and the rights of way for Orchard Street and Harvest Hills Drive. Roughly 24.27 acres in the TIF boundary and legal description. Harvest Meadows and Valley View adjoin and share Harvest Hills Drive, but each carries its own plat, and the aerial above looks across both, so not every street in the frame is this ground.

A paired lot is not one house lot. The utility lot and the drainage lot are not homesites at all. So there is no home count on this page and no product type, because the paper does not state one. Older preliminary phase counts you may have seen circulated before the TIF project plan was revised in 2024 and this page ignores them. Bring the plat sheet for the ground you are looking at and read it line by line.

Streets, water, sewer and who plows

Utility installation closed part of Avalanche Road back in December 2025 and pushed traffic through Orchard Street and Harvest Hills Drive. Harvest Hills Drive is the street that runs on into Valley View across the road.

Dedicated right of way is not the same as an accepted street. The city plows what it has accepted, and these streets are new enough that they are not on the published snow priority materials, so nobody can promise you a route tier or a plow time yet. Ask the city where acceptance sits, and confirm water and sewer are activated to the specific lot rather than to the plat. Drive times on this page are measured from Sturgis reference points, not from a lot inside the plat.

TIF 29 covers the Harvest Meadows and Valley View project and is structured to reimburse eligible public improvements. The approved development plans include city standard water, sanitary sewer and stormwater infrastructure and paved streets with curb and gutter. Tax-increment financing on its own does not create an HOA, a buyer fee or a parcel-specific special assessment. It also does not rule any of them out.

No verified closed-sale set or builder pricing is published for Harvest Meadows, so there is no median, price band or budget figure to print. Platted lots are not the same as lots offered for sale, and this page does not treat them that way.

What the base price leaves out

Get the builder's included list in writing and compare it to the model you walked. Landscaping, sod, fencing, a finished basement, appliances and window coverings are the usual gaps, and they add up fast.

Verify what is approved and platted beside the specific lot you are considering, from the current plat and zoning, before you buy the view.

Covenants and HOA documents

Covenants, architectural controls and any association are not published in the records available now. Get them in writing before you sign, including who enforces them and what they cost annually.

Where the water goes

Walk the lot and look at how the ground falls away from the foundation, where the downspouts end and whether the low corner of the yard holds water. Ask a neighbor what the street does in a hard August rain.

Hail and roof age

Hail season here runs from late May through August, so ask for the roof age, the last claim history and any impact-resistant rating before you write.

Radon

The Black Hills sit on granite and radon levels here run high, so test during the inspection period and price mitigation into your offer if the number comes back elevated.
