This is not a town I researched. It is where I live and where we are raising our kids. Summerset is also where I take buyers who want newer construction without moving an hour from Rapid City. It incorporated in 2005, so most of the housing stock you will tour here is young.

A city built in this century

Summerset holds roughly 3,000 residents and sits directly on Interstate 90 between Rapid City, about 15 minutes south, and Sturgis, about 15 minutes north. Because it incorporated in 2005, the housing stock skews new. That has practical consequences: fewer surprises behind the drywall, more predictable insurance, and a market where a well kept 12 year old home competes directly with new builds down the street. Some subdivisions carry covenants and a few pockets have their own homeowners associations, but Original Summerset as a whole does not. Buyers should always review covenants and HOA documents, along with the title commitment, so there are no surprises about parking, outbuildings or exterior changes.

The city has its own police department and municipal services, which matters more than people realize until they need it. The larger story right now is Highlands at Norman Ranch, which broke ground in July 2024 across more than 300 acres with over 100 first phase homesites starting in the upper 300s. A pipeline that size shapes pricing for years. For buyers it means choice and negotiating room on builder inventory. For sellers of existing homes it means presentation matters more than ever, because your competition is a model home with staging and a warranty.

Who tends to look here, and why

The pull is a specific tradeoff: newer square footage and a garage that fits real vehicles, in exchange for a 15 minute drive to Rapid City amenities. Ellsworth is about 20 to 25 minutes, which puts Summerset comfortably inside the range most of my military relocation clients accept. Interstate access is the quiet luxury here. Getting anywhere north or south does not involve winding two lane roads in February.

My take

This is not a town I researched. It is where I live and where my family is being raised, so everything below comes from ordinary weeks here rather than a data pull. The short version is that Summerset gives you new construction and Hills views without giving up the fifteen minute run into Rapid City. You are between everything: Sturgis one direction, downtown the other, and the interstate on ramp is right there when the weather turns.

Our own kids ride into Rapid City for West Middle and Stevens High, which is one of the quirks of living in a dual-district town, and it has never been an inconvenience. What makes the daily rhythm easy is everything else. Wide lots, quiet streets, garages that fit real vehicles, Neighbor's Grub and Pub for the nights nobody wants to cook, and no winding two lane road between you and anywhere you actually need to be.

Short-Term Rental Rules

Can you rent it out?

Summerset is the one town on this list where the honest answer is confirm before you count on it.

  • No Summerset-specific short-term rental ordinance turned up in my research. That is not the same as permission.
  • A general city business license may apply. Confirm directly with the city for the address you are considering.
  • Municipal taxes apply inside city limits, on top of the statewide 4.2 percent state tax and 1.5 percent tourism tax.
  • Renting 10 or more days a year requires a South Dakota sales tax license, and South Dakota Department of Health lodging licensure applies.
  • Subdivision covenants are the sleeper issue in a newer city. A neighborhood can privately prohibit short-term rentals even where the city does not. Check title and covenants before you buy for rental use.

Short-term rental rules change, and they change fast. This summary reflects my research as of August 2026 and is general information, not legal advice. If rental income is part of why you are buying, verify the current requirements with the city or county that has jurisdiction over the specific address, and read the subdivision covenants, before you write an offer.

Schools

Summerset is a dual-district town, and I say that as a parent raising kids here. Depending on where a home sits, an address feeds Meade School District 46-1 or Rapid City Area Schools 51-4, and the buses run both directions.

  • On the Meade 46-1 side, the path is Piedmont Valley Elementary, then Stagebarn Middle School, which is in Summerset itself and rated 5 out of 10 by GreatSchools, then Sturgis Brown High School. Sturgis Brown is rated C plus by Niche with an 87 percent graduation rate and strong career and technical programs including welding, machining and agriculture.
  • I live in Summerset and I am raising my family here, and from my part of town our kids ride into Rapid City for West Middle School and then Stevens High School. A few streets over, the bus goes to Sturgis instead. Both are normal here.
  • Because two districts serve one small city, this is the town where the boundary question matters most. Do not assume your neighbor's school is your school.
  • Before you write an offer on a school-driven purchase in Summerset, confirm the assigned elementary, middle and high school for that exact parcel with the district. I will make the call with you.

School ratings are as published by Niche and GreatSchools using 2024 to 2025 data and change over time. Attendance boundaries do not follow city lines in this region and can differ parcel to parcel, so confirm the assigned schools for any specific address directly with the district before you make a school-driven decision.

Summerset is a base camp more than a destination, and the position is the point:

  • Interstate 90 access north and south
  • Rapid City dining, medicine and the airport, about 15 minutes south
  • Sturgis and Bear Butte State Park, about 15 minutes north
  • The central hills and Deadwood within an easy drive

The weather, honestly

Using NOAA 1991 to 2020 normals, Rapid City averages a 59 degree high and a 37 degree low across the year. January runs 37 over 16, July runs 84 over 62. Summers are bright, with the National Weather Service putting sunshine at 65 to 75 percent of possible.

Snowfall varies enormously by elevation, which is the single most useful climate fact in this region. Rapid City averages 48.5 inches a year. Lead averages 183.9 inches. Those two towns are less than an hour apart. Meanwhile the foothills corridor running from Rapid City toward Hot Springs, the so called banana belt, runs warmer in winter thanks to chinook winds that can push winter days into the 50s and 60s.

Those winds are not a rumor. Spearfish holds the world record for fastest temperature change: on January 22, 1943, it went from minus 4 to 45 degrees in two minutes.

For gardeners and anyone planning outdoor work, the growing season runs about 131 days, with last frost around May 22 and first frost around October 1. And the hazard to actually budget for is hail, the region's most common severe weather from late May through August. It is why I ask about roof age and roof documentation on every home I show.

Common questions

Is Summerset mostly new construction?

Largely, yes. The city incorporated in 2005, so the housing stock is young, and the Highlands at Norman Ranch development that broke ground in July 2024 is adding more than 100 first phase homesites from the upper 300s across 300 plus acres. You can still find resale, but you will be competing with and comparing against new builds.

How long is the commute to Ellsworth AFB from Summerset?

Roughly 20 to 25 minutes, mostly interstate. That is why Summerset comes up so often with my military relocation clients who want newer construction and are willing to trade a few minutes for it.

Which schools does Summerset feed into?

Both Meade 46-1 and Rapid City Area Schools, depending on the address. The Meade path is Piedmont Valley Elementary, Stagebarn Middle in Summerset, then Sturgis Brown High. I live here, and from my part of town our own kids went into Rapid City for West Middle and Stevens High, while a few streets away the bus goes to Sturgis. Verify the assignment for the specific parcel with the district before you decide on schools.

Can I buy in Summerset and rent it short term?

Maybe, and this one genuinely requires homework. I found no Summerset-specific short-term rental ordinance, a general business license may apply, and subdivision covenants in newer neighborhoods often restrict rentals privately. Confirm with the city and read the covenants before you plan on rental income.
