Keystone has 240 year-round residents and sits at the front door of a memorial that drew about 2.4 million visits in 2023. Everything about buying here follows from that ratio.
Why buyers choose Keystone
- The most concentrated visitor traffic in South Dakota, with Mount Rushmore just past the town line.
- Municipal water in town with a clean current compliance record.
- An 1880s mining town street rather than a developed subdivision.
- Custer State Park, Iron Mountain Road and the 1880 Train all within reach of the front door.
Things to consider
- Roughly half the housing stock is not year-round occupied, so the street looks very different in January than in July.
- No school in town. Hill City is the campus for all grades.
- No grocery store, no clinic and no hospital in town.
- The town's sewer arrangement is not clearly documented publicly, and short-term rental rules need to be confirmed with the town rather than assumed.
Why buyers choose Keystone
Position. Mount Rushmore is just past the town boundary, the 1880 Train pulls into a depot on Winter Street, and Highway 16A carries the whole Black Hills tourism corridor through the middle of it. If you want an income property in the Hills, this is the most concentrated visitor traffic in the state and it is not close.
The numbers behind that are worth knowing rather than assuming. The National Park Service recorded about 2.43 million recreation visits at Mount Rushmore in 2023, including 624,615 in July alone. In 2022, visitors spent an estimated $385.6 million in the surrounding local economy and supported nearly 5,700 local jobs. A town of 240 people sits at the middle of that.
A year-round buyer is after something else, and it is just as real: granite, ponderosa pine, elevation, and a main street you can walk end to end. The town started in 1883 as a mining camp and looks it. The 1895 and 1899 school buildings still stand, as a museum now.
What the vacancy rate is telling you
Census survey data counts 232 housing units in Keystone with about 54 percent of them vacant. Read cold, that number looks alarming. It is not what it appears to be.
The town's own water system serves 249 connections against a census population of 240 people. More connections than residents is the signature of a place where a large share of the housing is seasonal, second-home or short-term rental rather than year-round occupied. I want to be careful here: I have not pulled the census table that breaks vacancy into seasonal versus other, so you will not get a percentage out of me. What I will tell you is that treating half of Keystone's housing stock as distressed inventory would be wrong.
What it does mean practically is that your neighbors may change every week in July and the street may be dark in January. That is a lifestyle question before it is a financial one.
Short term rental, and the mistake everyone makes researching it
First, the trap. Nearly every search for Keystone short-term rental rules returns Keystone, Colorado, in Summit County, which adopted an extensive licensing regime. That has nothing to do with Keystone, South Dakota. If you have been reading about license caps and neighborhood zones, you have been reading about a different state.
What is on the books here: Keystone imposes a 2 percent municipal lodging tax on gross receipts from transient guests, meaning stays under 30 consecutive days, applying to lodging establishments furnishing accommodations in two or more rental units, and to RV and camping spaces. I have not been able to confirm from the public record whether the town has a separate short-term rental ordinance or licensing requirement, or how the two-or-more-units language applies to a single house.
So here is what we do about it. Before you buy here on the strength of rental income, we call the town and get the answer in writing for the specific property. On top of any town requirement, South Dakota sales tax licensing applies once you rent 10 or more days a year, state lodging licensure applies, and the statewide 4.2 percent sales tax and 1.5 percent tourism tax apply. And read the covenants, because private restrictions can prohibit what the town permits.
Schools
Keystone belongs to Hill City School District 51-2, and there is no school building in Keystone. All three Hill City schools, elementary, middle and high, sit on one campus on Main Street in Hill City. Keystone students travel there.
The historic Keystone school buildings from 1895 and 1899 still stand, but they are a museum, not a school. That distinction confuses more buyers than you would think.
What homes cost here
Nine single family homes sold in Keystone in the two years through August 2026, at an average sold price of $618,449 and about $260 a square foot, with five active listings. Nine sales is a small sample and I want you to hold that number loosely.
It is also a market that resists being averaged. A restored historic house on the hillside and a manufactured home on a small lot are both Keystone, and one number describes neither. Sold homes averaged 99 days on market.
What is useful is closed sales for the specific type of property you want, split by whether it is inside the town limits on municipal water or outside them on a well. Say which and we can talk about where those show up here.

- Nothing full service in town. Hill City is the closest small grocery and Rapid City is the real shopping, about 25 minutes northeast.

- No clinic in town. Monument Health Custer Hospital has a 24 hour emergency department, and Rapid City has the larger hospital.

- US 16A, the Iron Mountain Road corridor toward Custer State Park.
- Recreation
- Mount Rushmore is past the town boundary, the 1880 Train runs from the Winter Street depot, and Custer State Park and the Norbeck Scenic Byway are close.
- Work
- Tourism, overwhelmingly, with the season running from spring through fall. Rapid City is about 25 minutes for year-round work.

- Hike and fish in Custer State Park, twenty minutes south past the wildlife loop
- Catch the 1880 Train out of the Keystone Depot on Winter Street toward Hill City
- Hill City, ten miles west, for a sit-down dinner in February when local kitchens are closed

Can I run a short term rental in Keystone?
Probably, but confirm it in writing before you buy on that basis. I have not pulled the census breakdown that separates seasonal from other vacancy, so I will not give you a percentage, but reading that vacancy figure as distressed inventory would be wrong.
What is January like in Keystone?
Quiet to the point of being a different town. Many kitchens and shops on 16A close or cut hours after the fall, so a weeknight dinner out usually means the ten miles to Hill City. Snow removal on the town streets is straightforward; the driveways cut into the hillsides above them are the part worth looking at in person, because grade and shade decide how long ice sits.
Is Keystone on town water and sewer?
Water inside the town limits is municipal, drawn from town wells, and the system currently carries no violations. Sewer is the open question: I have not been able to verify from the public record whether the town runs a collection system or which parcels it serves, so that gets a phone call before you write an offer. Outside the town limits, on the surrounding hillsides, expect a private well and a private septic system under county jurisdiction.
