New construction
Where the building is happening, and how much of each one is still dirt.
The useful question about new construction is not who is building. It is how much is left, because that decides whether you are choosing a lot or buying what is standing, and whether you live beside a grader for two years or five. In the order I would drive them, largest projects first.
- 1 / Rapid City
Shepherd Hills
700 acres, 21 bare lots out of 280 platted parcels so far, and the master plan runs to 265 units with a school and 607 apartments in it. Hills View Homes from $275,500 as of June 2026. At base price that is Formica, chrome, a crawl space and a two car garage.
- 2 / Spearfish
Miller Ranch
294 acres, nine phases, 342 planned homes, and phase one is the only one built. Lots $124,900 to $229,900, HOA $600 a year, with Crow Peak, Lookout Mountain and Spearfish Mountain on the horizon.
- 3 / Sturgis
Apple Springs
159 of 241 parcels still open, built 2008 to 2023 around a public golf course with a new clubhouse. In the Lawrence County record but the Meade school district, which catches people out.
- 4 / Box Elder
Liberty Plaza
75 bare lots out of 164 platted parcels, inside a plan for roughly 800 units, a hotel, a Monument Health clinic and the Black Hills Children's Museum. Nine minutes to the Ellsworth gate.
- 5 / Rapid City
Apple Valley
42 bare lots out of 174 platted parcels, with another 54 parcels that are drainage and common ground. The 78 standing homes carry assessments inside a $33,000 band.
- 6 / Summerset
The Highlands at Norman Ranch
More than 300 acres, ground broken July 2024, well over 100 homesites in phase one, and roughly $10 million of infrastructure including a wastewater main bored under Interstate 90.
- 7 / Spearfish
Sky Ridge
178 planned homesites with 82 platted so far. Among the lowest priced new construction in the northern Hills at $253,344 as of May 2026, inside Spearfish city limits.
- 8 / Piedmont
Prairie Haven
18 bare lots out of 70 platted parcels, on a 2.43 acre median lot, plus 16 slivers and common ground that nothing goes on. Still the most open ground in the Piedmont corridor.
- 9 / Spearfish
Elkhorn Ridge Golf Estates
82 of 183 lots open, from $68,000 for land, on city water and sewer along Highway 85.
- 10 / Box Elder
Freedom Estates
65 bare lots out of 163 platted parcels plus three multi family, so roughly 40 percent is still coming and not all of it is single family.
One thing to do on every one of these before you sign. Get the builder's features sheet and read what the base price includes. On the Hills View communities the base price buys Formica counters, chrome hardware, a crawl space and a two car garage, and granite, upgraded finishes, a third stall and a basement of any kind are all extra. That gap is the difference between the advertised number and what you close at, and it is the single most common surprise I watch people walk into.
